Jenny Creek meets the Klamath River in country no living salmon had ever seen. For more than 100 years, four hydroelectric dams stood between these waters and the ocean, and for more than 100 years the fish stopped at concrete. Last fall, one year after the dams came out, biologists counted 211 adult Chinook spawning in Jenny Creek. In Shovel Creek they counted 327 more [1].

Nobody carried those fish upstream. Nobody reintroduced anything. The barrier came down, and 538 salmon did what their species has done since before there was a California: they read the water and followed it home. The state's June 30 announcement calls it the first documented spawning in these blocked reaches in over a century [1].

The fish did not arrive alone, because the year's numbers back them up at basin scale. Figures from the Pacific Fishery Management Council's review of the season, carried by the Herald and News with state monitoring data, put the 2025 Klamath fall Chinook run at 69,852 fish in total, 51,277 of them returning adults [2]. The number worth reading twice is the natural-area escapement, the adults that reached natural spawning grounds rather than hatcheries: 39,860, against a preseason prediction of 19,417 [2]. That is 205 percent of forecast. Managers guessed, and the river more than doubled their guess.

"Salmon are the lifeblood of tribal cultural heritage and nutrition, the backbone of river ecosystems, and the engine of a multimillion-dollar commercial and recreational fishing sector," said Meghan Hertel, director of the California Department of Fish and Wildlife. "Rebuilding populations of this iconic species requires collaboration, and this report is proof that working together delivers results" [1].

The collaboration has a price tag and a progress report. CDFW has put roughly $24 million into basin-wide habitat restoration, and of 71 planned restoration actions, 49 percent are fully complete since 2024, with the remainder partially met or advanced [1]. Governor Gavin Newsom said the returns are "a signal of what is possible when we restore nature with urgency and purpose" [1].

The Klamath is the same lesson run at the scale of a watershed: rebuild the habitat first and the animals handle their own homecoming. The difference is speed. Kazakhstan waited a decade for its first release. The Klamath's salmon showed up the first fall the river was open.

The honest size of this moment still matters. A count of 538 adults in two creeks is a foothold, not a restored run, set against a century in which these reaches held zero. The basin totals mix hatchery fish with wild ones, and how much of the rebound will prove self-sustaining in the newly opened habitat is a question these releases do not answer. Half the restoration work remains unfinished [1][2]. Salmon run on four-year cycles, so the fish that hatch in Jenny Creek gravel this winter will render their verdict around 2030.

For one century, the answer to whether this river could come back was unknowable, because the experiment was illegal to run. The dams are out, the experiment is running, and the first data point is 538 fish that found their way to water their great-great-grandmothers lost.
